Correct, the Constitution under Article 1 Section 8 gives Congress the power to lay tariffs... The International Emergency Economic Powers Act of 1977 expanded Presidential powers under "emergency declarations (renewed annually) & under unusual and extraordinary threats..."
A 10% blanket tariff on every country friend or foe was not intended to be a Presidential power by the Founders or the 1977 act...
